Liverpool has no Clean Air Zone and no Low Emission Zone. The Mersey tunnels are tolled, but only a route crossing the river pays: approaching from Manchester, Leeds or Birmingham does not. A Wirral address is a different job from a city-centre one.

A Liverpool delivery carries no emissions charge, so the cost turns on two questions instead: which side of the Mersey the address is on, and whether the consignment is being delivered or being put on a ship. Both are decided by the postcode, not by the city.

What does it cost to get a courier into Liverpool?

The delivery, plus a crossing charge only if the route uses one. Liverpool has no charging Clean Air Zone and no Low Emission Zone — England has exactly 7 charging zones and Liverpool is not among them.

What Liverpool does have is the Mersey. The Mersey tunnels are tolled, and the rate is set by the tunnel operator rather than by a carrier. If the collection or delivery is on the Wirral side, that crossing should appear as a pass-through at cost rather than as an unexplained surcharge.

Approaching from the east on the M62, or from the north on the M58 or M57, does not cross the river at all. So whether the toll applies is a function of the two postcodes, not of the city.

When does the Mersey crossing actually apply?

MovementCrosses the Mersey?
Manchester or Leeds to central LiverpoolNo — M62 throughout
Birmingham to central LiverpoolNo — M6 and M62
Central Liverpool to Birkenhead or WallaseyYes — tunnel
North Wales to central LiverpoolYes — tunnel, or a long detour
Chester to central LiverpoolNo — A41 and M53 avoid it

The Wirral is the thing to be explicit about. Birkenhead, Wallasey, Bebington and Heswall all read as "Liverpool" in conversation and sit on the other side of the river. A quote built on the wrong assumption is either short by a crossing or long by a detour.

How far is Liverpool from the main origins?

FromApproximate road distanceRoute

Birmingham100 milesM6 / M62
Leeds75 milesM62
London215 milesM1 / M6
Glasgow215 milesM6 / M74

At 100 miles from our Birmingham base, Liverpool is a straightforward same-day destination for a dedicated vehicle with working time at the far end. It is also almost exactly equidistant from London and Glasgow, which makes it a natural consolidation point for north-west work.

Does the port change what a Liverpool delivery is?

Often, yes. The port of Liverpool handles deep-sea container traffic through the Liverpool2 terminal and also runs Irish Sea services, so a consignment arriving in Liverpool may be arriving in order to leave.

A delivery to a Liverpool business is an address and an access note. A delivery into the port is a booking reference, a vehicle booking slot and a cut-off — and for anything leaving the UK, paperwork that must travel with the goods. Those are different jobs priced differently.

If the consignment is continuing by sea, the cut-off rather than a delivery window is the deadline. A vehicle an hour late has not been delayed; it has missed the sailing, and the next one may be the following day.

What about consignments going on to Ireland?

Liverpool is one of the main Irish Sea gateways, with services to Dublin and Belfast. For a consignment to the Republic of Ireland that means a full export, with customs formalities on departure and import formalities on arrival.

For a consignment to Northern Ireland the position is different again and governed by the Windsor Framework: one party needs UK Internal Market Scheme authorisation and the goods must qualify as not at risk of entering the EU, or full customs processes apply and the EU rate of duty may be charged.

We move the goods. We are not a customs broker and hold no customs representation authorisation, so declarations run through the free Trader Support Service, through an agent you appoint, or through an express operator offering it. Our UK–Ireland pallets and Northern Ireland freight pages cover the routes.

What should you tell a courier when sending to Liverpool?

  1. Step 1 — the full delivery postcode, so the Mersey question is answered rather than guessed. A Wirral address is a different job from a city-centre one.
  2. Step 2 — whether the delivery is to a business address or into the port, and if the port, the reference and cut-off.
  3. Step 3 — the gross weight and dimensions, which set the vehicle and whether partner heavy goods capacity is needed.
  4. Step 4 — the deadline as a date and a reason.
  5. Step 5 — the value, if it exceeds what £1,300 per tonne of gross weight would pay out.

Step 1 has no equivalent in Leeds, where every address is on the same side of everything. It is the single most common source of a mispriced Merseyside job.

What access should you expect in Liverpool?

Three quite different pictures depending on where the address is. The commercial core around Castle Street and the business district has timed loading and one-way systems. The waterfront and Baltic Triangle mix converted warehouses with narrow access and goods lifts. The industrial areas towards Speke, Aintree and Knowsley are level, bay-served and straightforward.

A Luton van carries far more than a transit but needs room to turn, and a converted-warehouse address will sometimes take one and sometimes not. The useful detail at quotation stage is the street and whether there is a lift.

Where a business has a choice of receiving address, the industrial option makes a difficult delivery routine. That is true in most cities and more true here, because the gap between the easiest and hardest Liverpool addresses is unusually wide.

Which service suits a Merseyside consignment?

A dedicated vehicle collects from you and drives to Liverpool with nothing else aboard. A pallet service trunks the consignment overnight for next-day delivery at a fraction of the cost, handled more than once on the way.

Dedicated is right for regulated goods, for anything that cannot be double-handled, for same-day deadlines and — specifically here — for anything timed to a sailing. See same-day courier and hazardous goods. For ordinary palletised freight on a next-day deadline, pallet delivery is the cheaper route and the pallet versus parcel comparison shows where the line sits.

Liverpool is well trunked by the national networks because of its position on the M62, so the overnight option is genuinely competitive rather than a fallback.

What does a failed delivery cost?

The whole journey again, 100 miles from Birmingham or 215 from London, plus the crossing if the route used one.

CauseAvoided by
Wirral address quoted as city-centreGiving the full postcode at quotation
Nobody present to receiveA named contact and phone number
Converted warehouse with no vehicle accessStating the street and lift arrangement
Outside a permitted loading windowGiving the loading time for central addresses
Missed a sailing cut-offBooking against the cut-off, not a delivery window

The first row is the Merseyside-specific one and the most expensive, because it is discovered when the vehicle is already in the wrong place.

Who carries the risk if the consignment is damaged?

Mostly the sender, unless something is agreed first. The RHA Conditions of Carriage 2024 cap liability at £1,300 per tonne of the gross weight of goods lost, wrongly delivered or damaged, unless the customer agrees otherwise.

If the consignment continues internationally by road, Article 23 of the CMR Convention caps compensation at 8.33 units of account per kilogram of gross weight short instead — also a weight calculation, and also usually far below the value of light high-value cargo.

Our own goods-in-transit cover is £50,000 as standard, with higher limits to £1,000,000 arranged through partner carriers for high-value work. A declared value is agreed at booking, not after an incident.

What about regulated or temperature-controlled consignments?

Both are ordinary Merseyside work, with one caveat specific to the port. We hold ADR competence across classes 2, 3, 4, 5, 6, 8 and 9 — never class 1 explosives and never class 7 radioactives — so a hazardous consignment to a Liverpool business or into the port is quotable.

The caveat is that a dangerous goods consignment continuing by sea needs the multimodal declaration as well as the road transport document, and the two are not the same paper. Our dangerous goods note page sets out which document governs which leg, and getting that wrong at a port gate stops the vehicle rather than delaying it.

Temperature-controlled consignments run on our temperature-controlled service. Where a movement needs GDP conditions it goes through GDP-authorised partner carriers: we are not GDP-certified and are not an MHRA-licensed wholesale dealer.

How does T&C Logistics deliver into Liverpool?

Dedicated vehicles from our Birmingham base 100 miles up the M6 and M62, or through the partner network for palletised and overnight consignments. Heavy goods work runs through partner operators holding their own Operator's Licence, because we hold none.

There is no emissions charge on a Liverpool delivery. Where a route crosses the Mersey the tunnel toll is passed through at cost and shown as such. We hold ADR competence across classes 2, 3, 4, 5, 6, 8 and 9 — never class 1 explosives and never class 7 radioactives.

Temperature-controlled work runs on our temperature-controlled service, with GDP conditions through GDP-authorised partner carriers rather than our own authorisation. Our Liverpool page covers the services we run in the city. Send us both postcodes and the gross weight on 0121 720 3841 and we will tell you whether the route crosses the river.

Frequently Asked Questions

Is there a Clean Air Zone charge for delivering to Liverpool?
No. England operates exactly 7 charging Clean Air Zones — Bath, Birmingham, Bradford, Bristol, Portsmouth, Sheffield and Tyneside — and Liverpool is not among them, nor is there a Low Emission Zone, since those are the four Scottish cities. The only crossing cost on Merseyside is the Mersey tunnel, and only if the route uses it.
Will I be charged a Mersey tunnel toll?
Only if the route crosses the river. Approaching central Liverpool from Manchester, Leeds or Birmingham does not — the M62 and M6 stay on the Liverpool side. A delivery to Birkenhead, Wallasey or elsewhere on the Wirral does. The rate is set by the tunnel operator, so it should appear as a pass-through at cost.
Is a Wirral address the same as a Liverpool address?
Not for pricing. Birkenhead, Wallasey, Bebington and Heswall are all described as Liverpool in conversation and sit across the Mersey, so reaching them means either a tolled tunnel or a long detour. Give the full postcode at quotation stage — this is the commonest cause of a mispriced Merseyside job.
Can you deliver into the port of Liverpool?
Yes, and the cut-off becomes the deadline rather than a delivery window. Give us the booking reference and the cut-off time when you book. A dedicated vehicle is usually right for a port delivery, because an overnight network delivers within a day rather than at an hour, and a missed cut-off can mean the next day's sailing.
What about a consignment going on to Northern Ireland?
That is governed by the Windsor Framework rather than ordinary export rules. Either the sending or receiving business needs UK Internal Market Scheme authorisation and the goods must qualify as not at risk of entering the EU, or full customs processes apply and the EU rate of duty may be charged. We carry the goods; declarations run through the Trader Support Service or an agent.
Is Liverpool a same-day destination?
From most of England and the Midlands, yes. It is about 35 miles from Manchester, 75 from Leeds, 100 from Birmingham and 215 from London, with motorway routing throughout. It sits almost equidistant from London and Glasgow, which makes it a useful consolidation point for north-west work.
What is covered if goods are damaged on the way to Liverpool?
Under the RHA Conditions of Carriage 2024, liability is capped at £1,300 per tonne of the gross weight lost, wrongly delivered or damaged unless agreed otherwise. If the consignment continues internationally by road, the CMR Convention caps it at 8.33 units of account per kilogram instead. Both follow weight rather than value.
