The permit says the carriageway is available between eight in the evening and six in the morning, and everything — the equipment, the crew, the works — has to happen inside it. Who is responsible for the traffic management design?

This boundary is worth stating clearly because the equipment is safety-critical in use. Do you handle event and temporary schemes?

Yes. Events, marathons, filming and festivals all use the same equipment and the same permission model, with the added complication that the layout changes as the event does.

Event TM is frequently staged: equipment goes out in phases as roads close in sequence, then comes back in reverse. That makes it a series of movements against a running order rather than a single delivery, and it usually happens across a night or a weekend.

What about collections after a scheme?

They are the half that gets forgotten and the half that costs. Equipment left on a completed scheme is stock not available for the next one, and on a hired fleet it is still being charged for.

Collections are also harder to schedule than deliveries because a scheme finishes when the works finish, which is not always when the programme said. A TM company that books collections as routed runs across several completed schemes recovers equipment faster and cheaper than one collecting site by site.

Can you cover a TM company's own fleet?

Yes, and it is a common arrangement. TM companies run their own vehicles for installation crews and use carriers to move equipment separately, which keeps skilled operatives installing rather than driving.

The economics are the same as in every hire sector: an operative's night spent transporting equipment is a night not spent on chargeable installation, and a vehicle used as a lorry is a vehicle not available as a works vehicle.

Peak periods make this sharper. Bank holidays and summer are when highway programmes concentrate, and a TM company's fleet is at capacity exactly when the volume is highest. Planning that capacity ahead of the season costs materially less than finding it during one.

Can you support utility and emergency works?

Yes, and emergency works are the least predictable part of this sector. A burst main or a cable fault produces an immediate need for signing and guarding, with no permit lead time and no planning.

Utilities have statutory powers to carry out emergency works, which means the equipment requirement appears at short notice at a location nobody chose. That makes response time the service, exactly as in any breakdown sector, and it usually happens at night.

Where a utility contractor has a standing arrangement, the response is a phone call rather than a negotiation. Those arrangements are worth having in place before the winter, when burst mains and storm damage concentrate.

How do you handle equipment that moves between phases?

As a series of movements against the scheme's programme rather than one delivery. A long scheme changes layout as work progresses, and equipment moves from phase to phase rather than staying put.

That produces a pattern closer to an event build than to a delivery: equipment arrives for phase one, part of it moves for phase two, more arrives, and the whole lot comes back at the end. Each movement has its own window and its own unload point.

Scheme managers who share the phasing plan get a transport arrangement designed around it, which is materially cheaper than booking each movement as it arises. The alternative is paying urgent rates for movements that were on a programme all along.
