The same laptop can be two completely different things to a carrier depending on one decision made by its owner. While it is being relocated or repaired it is goods; the moment the business decides to discard it, it is controlled waste, and a different set of rules applies to moving it. Nothing about the object changes. What changes is who may carry it, what document has to accompany it, and where it is allowed to end up. This page covers how end-of-life IT is classified and moved, and what to settle before it is loaded.

What counts as end-of-life IT equipment?

End-of-life IT equipment is any electrical or electronic equipment a business has decided to discard. The status follows the decision rather than the condition — working equipment being disposed of is controlled waste, and broken equipment being repaired is not.

This catches people out because it is counter-intuitive. A functioning server sent for disposal is controlled waste; the same server sent for repair is goods in transit. The distinction is what determines whether a carrier needs waste registration for the movement, which document accompanies it, and whether the destination has to be an approved treatment site. It is worth settling explicitly at the point of decommissioning, because the answer drives everything downstream and it cannot be reconstructed later from the equipment itself.

How is end-of-life IT classified for transport?

By whether it contains hazardous components. Two EWC codes cover most business IT, and the split determines which transfer document the load travels on.

The asterisk marks hazardous waste. GOV.UK guidance requires that office equipment of a non-household type is assessed rather than assumed, since printed circuit boards, cables and plastic parts can contain hazardous chemicals and POPs. Because the two categories cannot travel on the same paperwork, a mixed load has to be split before loading.

What makes carrying waste equipment different from carrying working equipment?

The authorisation and the paperwork, not the handling. Moving controlled waste requires registration with the Environment Agency, whereas moving the identical item as goods does not.

A carrier without waste registration can lawfully move a working laptop to a new office and cannot lawfully move the same laptop to a recycler. Unlike an ordinary consignment, which needs only a delivery record, a waste movement needs a waste transfer note completed and signed by both parties, carrying the EWC code, the quantity, both parties' details, the carrier's registration number and the transferor's SIC code — retained by both for two years. The physical job in the van is the same; the legal one is not.

How should end-of-life equipment be packed for collection?

Stably and separably, with hazardous items kept apart from the rest. Packing decisions made at decommissioning save time on collection day and prevent the two categories being mixed.

  1. Keep display devices separate from the general load, since they may require consignment-note handling.
  2. Palletise or cage bulk items where possible rather than loose-stacking, which is slow to load and easy to miscount.
  3. Keep data-bearing items identifiable and matched to the asset list rather than buried mid-pallet.
  4. Coil and bag cabling — it is bulky rather than heavy and drives vehicle requirement more than weight does.
  5. Stage near the loading point, because access is one of the main cost drivers on the collection.

What about the data on the equipment?

It is a separate obligation with separate evidence. Nothing in the waste documentation addresses what was stored on the devices being moved.

Under UK GDPR the data controller stays accountable for personal data through to disposal, and the supervisory authority is the Information Commissioner's Office rather than the Environment Agency. Where a load contains data-bearing assets, the practical sequence is: list them by serial number before collection, agree who will erase or destroy the media, and expect an itemised certificate of data destruction from whoever does that work. A certificate quoting a quantity rather than serial numbers cannot be reconciled against what actually left your building.

What happens to the equipment once it reaches the facility?

Depollution first. Hazardous components are removed before the equipment is broken down any further, which is the reason classification at collection determines the handling on arrival.

Once depolluted, the equipment is separated into material streams — metals, plastics, circuit boards, cabling — for recovery, with items suitable for reuse diverted before destructive processing where that route exists. This ordering explains something that otherwise reads as bureaucracy: display devices containing POPs are classified hazardous and travel on a consignment note rather than a waste transfer note because they need different handling at the far end, not because the paperwork enjoys itself. A load declared incorrectly is a processing problem before it is ever a documentation one, which is why the assessment happens before the vehicle is loaded rather than after it arrives.

Where is end-of-life IT equipment allowed to go?

To a site approved to treat waste electrical equipment. Business equipment cannot go to a household recycling centre, and a general clearance contractor may hold carrier registration without having an approved treatment route.

Only an approved authorised treatment facility can issue WEEE evidence notes into the national system, and approval is granted annually by the environmental regulator of the country where the site sits. Because the duty of care makes the producing business responsible for taking reasonable steps to check where its waste goes, the treatment destination is something to ask about and record rather than assume. Who is responsible once the equipment has been collected?

What discharges it is evidence rather than trust: a transfer document naming a registered carrier, a treatment destination you can identify, and retention of the record for two years. Checking the carrier's registration number against the Environment Agency public register before collection is the step that takes a minute and is impossible to reconstruct afterwards. Unlike an ordinary delivery, where responsibility genuinely ends when the goods are handed over, a waste movement leaves a residual obligation with the producer — which is why "we gave it to a contractor" has never been a defence.

Which items get missed when a business clears out IT?

The ones that were never on an asset register. Equipment tracked as a capital item gets decommissioned formally; everything else accumulates in cupboards and leaves the building only when someone notices it.

Multifunction printers are the sharpest of these. They are treated as office furniture rather than as computers, yet many hold internal storage containing scanned documents — which makes them a data-bearing asset under UK GDPR whether or not anyone has ever thought of them that way.

Does end-of-life equipment need special handling in transit?

Handling depends on what is in the load rather than on its waste status. A pallet of retired laptops travels much like a pallet of working ones; a load containing batteries or display devices does not.

Items classified as dangerous for carriage — certain batteries in particular — are handled under hazardous goods procedures by ADR-licensed drivers, which is a transport classification separate from the EWC waste classification and can apply to the same item for different reasons. The other consideration is identifiability rather than protection: where a consignment is itemised against an asset list, it needs to stay as one identifiable load rather than being consolidated into a shared network, because consolidation converts a list into a count.

Is equipment being sent for repair treated as waste?
No. Waste status follows the decision to discard, so equipment going for repair with the intention of returning it to service is goods rather than controlled waste, and moves on an ordinary delivery record. The distinction matters because it determines whether the carrier needs waste registration for that movement and which document has to accompany it.
Can working and scrap equipment travel in the same load?
Equipment being discarded and equipment being relocated are different movements with different documentation, even where they leave the same building on the same day. In practice the cleanest approach is to decide the fate of each item during decommissioning and keep the two consignments separate, rather than sorting the distinction out retrospectively.
Do you need the EWC code before you arrive?
It has to be on the transfer document, so it needs establishing before the handover is signed.
