We are registered with the Environment Agency as an upper tier waste carrier, broker and dealer under CBDU654368, so the collection runs under our own registration. You receive a waste transfer note for the transfer, or a consignment note where the load is classified hazardous, plus confirmation of the treatment destination. Disposing of a room full of retired desktops is not a waste-removal problem, it is a documentation problem with a van attached. The equipment has to reach a site approved to treat it, the transfer has to be recorded on the right document, the carrier has to be registered, and whatever was stored on the drives has to be dealt with under an entirely separate regime. T&C Logistics handles the collection and transport under our own Environment Agency registration, co-ordinates treatment at a partner approved facility, and makes sure the resulting paperwork reaches you in a form that survives an audit.

What does a managed IT equipment collection involve?

Collection, classification, transport and documentation, co-ordinated as one job. We attend your site, load the equipment, complete the transfer document with you, move it under our Environment Agency registration and return the paperwork.

The word doing the work there is co-ordinated. The individual steps are not complicated in isolation, but they are performed by different parties under different authorisations, and the gaps between them are where compliance failures live. A carrier registration covers moving the waste; a permitted and approved site covers treating it; erasure or destruction of data is a third obligation answering to a different regulator entirely. A managed collection means those handoffs are arranged in advance rather than negotiated on the day, and that each one leaves a record behind it.

What equipment can be collected?

Business electrical and electronic equipment of essentially any type, though the classification — and therefore the paperwork — differs by item. The practical split is between items containing hazardous components and those that do not.

GOV.UK guidance is explicit that office equipment of a non-household type must be assessed rather than assumed, because printed circuit boards, cables and plastic parts can carry hazardous chemicals and POPs. That assessment happens before collection, since hazardous and non-hazardous items cannot travel on the same transfer document. Who is responsible for the paperwork?

Both parties, but the duty of care sits with you as the business producing the waste and does not transfer to a contractor. That is why the transfer document is signed by both sides rather than issued by one.

In practice we complete the transfer document at collection, carrying the waste description, the EWC code, the quantity, how the load is contained, the place and date, both parties' details, our carrier registration number and your SIC code. You keep a copy, we keep a copy, and both are retained for two years. What we cannot do on your behalf is create the asset list — that has to exist before the equipment moves, because every later document is an assertion about items that have already gone. How is data on collected equipment handled?

Separately from the environmental route, because it answers to a different regulator. Nothing in the WEEE or duty-of-care paperwork addresses what was stored on the drives.

Under UK GDPR the data controller remains accountable for personal data through to disposal, and that accountability cannot be contracted away. Where data-bearing assets are involved, erasure or physical destruction is performed at the processing facility and the certificate of data destruction is issued by the party that carried it out, in its own name — not by us as the carrier. What we contribute to that chain is dedicated transport, an itemised handover and reconciliation against the list you captured before collection. What determines the cost of an IT equipment collection?

Access is the factor most often underestimated. A third-floor office with a single passenger lift and a two-hour loading bay window is a materially different job from a ground-floor unit with a yard, at identical volume.

How quickly can a collection be arranged?

The realistic constraint is usually not the vehicle but the classification and the access arrangements. A load that has been assessed, listed and staged somewhere a vehicle can reach moves quickly; one that needs sorting into hazardous and non-hazardous on the day does not. Where a decommissioning has a hard deadline — a lease end, a floor handover, a site closure — the useful step is agreeing the classification and the paperwork in advance so collection day is loading only. What should you do before collection day?

Five steps, all of which are easier before the equipment moves than after. Together they turn a collection into something that can be evidenced rather than merely described.

  1. Build the asset list during decommissioning — make, model, serial number, and a flag for data-bearing items.
  2. Classify the load so hazardous items are identified before collection, since they travel on a consignment note rather than a transfer note.
  3. Verify the carrier registration — ours is CBDU654368, checkable on the Environment Agency public register.
  4. Confirm the access arrangements: lift, loading bay, permits, and the window in which a vehicle can be on site.
  5. Agree who issues destruction evidence for data-bearing assets, and confirm it will itemise rather than summarise.

How are multi-site or phased decommissioning projects handled?

As a schedule of separately documented collections, because the paperwork follows the site rather than the project. A single transfer note cannot cover two locations, however unified the programme is commercially.

A season-ticket arrangement can cover repeat collections at one location for up to twelve months where the waste description and the parties stay the same, so a rolling refresh at a single building is efficient to document. A phased programme across several buildings is a set of such arrangements running in parallel, each with its own note and its own reconciliation. The failure mode on large projects is treating the documentation as a project-level deliverable produced at the end — by which point the per-site detail needed to complete it has been lost. Building the record per collection, as each one happens, is the only version that holds together. Two shapes of project have their own constraints: an office IT refresh, where equipment leaves service gradually and accumulates, and a data centre decommissioning, where weight, access and change windows govern the timetable.

How does this differ from using a general waste clearance contractor?

In the treatment route rather than the vehicle. A general clearance contractor may hold a carrier registration without having an approved route for electrical equipment, and that is the specific gap worth checking before booking.

Carrier registration authorises moving controlled waste; it says nothing about where the waste may lawfully end up. Electrical equipment has to reach a site approved to treat WEEE, and only an approved authorised treatment facility can issue evidence into the national system. Unlike a skip or a general clearance, where the destination is often left unstated, an IT disposal should produce a named treatment destination you can record against the job. The second difference is data: a clearance contractor has no reason to build an itemised handover, whereas that record is the only thing that later makes a destruction certificate checkable.

Do you collect from multiple sites under one arrangement?
Yes, though the documentation follows each site rather than the arrangement. A single transfer note can cover repeat collections for up to twelve months only where the waste description, the parties and the collection location all stay the same, so a second site needs its own note. Multi-site programmes are normally run as a schedule of collections, each separately documented.
What happens if the load turns out to contain hazardous items on the day?
The hazardous items move onto a consignment note, which is a separate document under a separate regime, and they cannot travel on the same paperwork as the non-hazardous load. Discovering this at the vehicle costs time, which is why classification before collection is worth the effort — display devices containing POPs are the usual trigger in an IT load.
Can you collect equipment that still works and has resale value?
Yes, and reuse is generally the better environmental outcome. It sharpens the data question rather than softening it, because equipment leaving in working order carries readable storage unless it has been erased to a verified standard first. Where residual value is relevant, agree the erasure route before collection so the asset is not destroyed unnecessarily.
Do you provide the certificate of data destruction?
No — it is issued by whoever performs the destruction, in their own name, because the certificate is an assurance about work actually done. As the carrier we provide the transfer document, confirmation of the treatment destination, and an itemised handover that lets you reconcile the certificate against the asset list you captured before collection.
Is there a minimum volume for a collection?
The legal position does not change with volume — a handful of laptops still needs a registered carrier, a transfer document and an approved treatment destination. What changes is the economics, since a dedicated vehicle attending a site has a cost floor regardless of what it collects. Small volumes are often best combined with a scheduled collection or another movement.
What if our equipment is stored somewhere a large vehicle cannot reach?
Access is one of the main cost drivers and is worth raising at quotation rather than on the day. Floor level, lift availability, loading bay windows and site permits all affect which vehicle is appropriate and how long the collection takes. A ground-floor unit with a yard and a third-floor office with one passenger lift are different jobs at identical volume.
